The path to sovereign cognition
A Capability Maturity Model (CMM) for public awareness in Fifth-Generation Warfare (5GW)
While I still enjoy writing traditional testimonial or reportage essays, right now the priority is helping a growing number of people to make sense of the unseen cognitive war that has been raging around us for years. The release of the declassified JFK files today is a landmark event in this war; that coup d’etat over 60 years ago has affected all of our lives since. When I began on this journey I had a vague intuitive sense of the need to liberate ourselves from some kind of oppression, but little language in which to describe it. Over the years I have picked up all kinds of frameworks and tools in my professional life, and some of them can be reused in this unexpected new context.
One of the models that I learned in my software engineering days from the 1990s is the Capability Maturity Model from Carnegie Mellon University. It is not a description of software development itself while sat at a keyboard, but rather of the management system of the institutional environment that the programmers and analysts work in. It defines five levels, from unmanaged chaos, to self-optimising improvement. The details in the computer context aren’t that important, and the model has been refined since I was a tech consultant. What does give is a starting point to think about skill development in other domains, such as fifth-generation unrestricted warfare.
My baseline for publishing AI-generated content is not whether it grows a paying readership, but whether it is useful to people struggling with the same family, workplace, and cultural issues. Many of our loved ones are stuck at a “naïve” level in terms of their awareness of cognitive warfare and hence have no capability to resist it; they instead become pawns of the enemy. This framework at least allows us to locate others (as well as ourselves) in their journey, naming their condition, and tailor our encounters and messages accordingly. It might be a useful exercise to see where you lie, and the key stakeholders in your life. How might you adjust your relationship to account for this developmental reality?

Understanding the Learning Journey in 5GW
Fifth-generation warfare (5GW) is a new kind of conflict, one that takes place primarily in the domain of perception, narrative control, and psychological manipulation rather than on physical battlefields. Unlike traditional wars, where power is projected through armies, bombs, and weapons, 5GW operates through information, deception, censorship, financial leverage, and ideological subversion.
To navigate this battlefield, individuals must develop cognitive resilience, analytical skills, and strategic thinking to recognize, interpret, and respond to the various mechanisms of perception control being deployed against them. Just as organizations use Capability Maturity Models (CMM) to measure their effectiveness in software development or business operations, we can apply a similar conceptual model to evaluate how the public matures in its understanding and resistance to 5GW.
This model consists of five levels, each representing a different stage of cognitive and strategic awareness in 5GW. The journey from Level 1 (Naïve) to Level 5 (Mastery and Resistance) is the transition from being a passive participant in narrative control to an active agent capable of strategic information warfare.
Level 1: Naïve (Unaware and Vulnerable)
Characteristics:
At this stage, individuals are entirely unaware that they are operating within a warfare environment. They believe that the information they consume from mainstream sources—news media, academic institutions, government agencies, and corporate narratives—is objective truth.
Complete trust in institutions (media, government, corporations, academia)
Lack of skepticism toward official narratives
Dismissal of dissenting views as conspiracy theories
Psychologically conditioned to seek comfort and consensus
Inability to recognize information warfare, censorship, or narrative control
Typical Behaviors:
Reliance on fact-checkers and authorities to determine truth
Participates in outrage cycles generated by media manipulation
Easily influenced by emotional appeal and fear-based propaganda
Dismisses alternative viewpoints without investigation
Considers censorship justified if it protects against "dangerous misinformation"
Vulnerabilities:
Highly susceptible to propaganda, psychological operations (PSYOPs), and social engineering
Functions as a willing enforcer of narrative policing (e.g., labeling others as extremists, conspiracy theorists, or threats)
Has no concept of 5GW tactics being used against them
Transition to Level 2:
The move from Naïve to Awakening usually occurs through a personal crisis or contradiction, where official narratives break down, exposing inconsistencies that force a reevaluation of reality. This could be a media lie being exposed, personal censorship experiences, or major geopolitical shifts that contradict mainstream claims.
Level 2: Awakening (Recognizing the Battlefield)
Characteristics:
At this stage, individuals begin to sense that something is wrong. They may not fully grasp 5GW yet, but they recognize that the information they are being fed is manipulated, selective, or outright false.
Doubts official narratives and starts investigating inconsistencies
Encounters censorship and begins questioning why certain perspectives are being silenced
Frustration with media manipulation and institutional dishonesty
Emotional distress from realizing they were misled
Begins exploring alternative sources of information
Typical Behaviors:
Searching for independent journalists, whistleblowers, and non-mainstream sources
Trying to convince others that something is wrong
Experiencing cognitive dissonance as old beliefs are challenged
Becoming more resistant to emotional manipulation by mainstream narratives
Seeing patterns in how information is controlled and suppressed
Vulnerabilities:
Can fall into reactionary behavior, overcorrecting by believing everything counter-mainstream
Struggles with sorting real alternative narratives from controlled opposition
Often lacks a strategic framework to fully grasp why deception is occurring
Transition to Level 3:
The shift to the Analytical stage occurs when individuals develop a structured approach to understanding 5GW, moving beyond emotional reactions to using logic, pattern recognition, and strategic thinking.
Level 3: Analytical (Pattern Recognition and Strategic Awareness)
Characteristics:
At this stage, individuals develop critical thinking skills necessary to analyze 5GW tactics rather than just react to them. They begin to see how information warfare is structured, how deception works, and how power is really exercised.
Understands information asymmetry and narrative warfare
Recognizes psychological operations (PSYOPs) in real-time
Studies historical examples of mass deception and cognitive warfare
Begins to map power structures and the incentives behind manipulation
No longer emotionally swayed by propaganda, even from alternative media
Typical Behaviors:
Verifying claims through multiple independent sources
Studying primary sources rather than relying on interpretations
Learning psychological warfare tactics (e.g., gaslighting, controlled opposition, perception management)
Recognizing when information is being weaponized to create division
Understanding that not all counter-narratives are trustworthy
Vulnerabilities:
Can become overwhelmed by the sheer complexity of information warfare
Risks analysis paralysis, where no action is taken due to distrust of all sources
May become isolated, as discussing these topics is socially stigmatized
Transition to Level 4:
Individuals must go beyond analysis and learn how to counteract 5GW tactics through strategic influence, narrative shaping, and self-defense techniques.
Level 4: Tactical (Strategic Resistance and Countermeasures)
Characteristics:
At this stage, individuals begin to actively resist and counter 5GW tactics. They move from being passive observers of information warfare to strategic actors who can influence perception battles.
Understands how to reframe narratives rather than react to them
Knows how to engage in discourse without triggering algorithmic suppression or censorship
Can identify and counter disinformation campaigns in real-time
Recognizes and mitigates personal psychological vulnerabilities
Can protect themselves against digital surveillance and financial deplatforming
Typical Behaviors:
Producing strategic counter-narratives rather than just consuming information
Educating others on how perception manipulation works
Using operational security (OPSEC) to avoid deplatforming or retaliation
Organizing resilient information networks outside of mainstream control
Transition to Level 5:
To reach Mastery, individuals must become adaptive strategists, capable of operating in contested information environments while influencing real-world change.
Level 5: Mastery (Cognitive and Strategic Independence)
Characteristics:
At this stage, individuals are not just resisting 5GW—they are actively shaping the information battlespace with skill and precision.
Understands both defensive and offensive psychological operations
Engages in strategic thinking beyond immediate events
Creates autonomous systems to bypass censorship and suppression
Can mentor and train others in resisting 5GW tactics
Operates with a high degree of discretion and adaptability
Final Capabilities:
Launching high-impact, non-coercive information campaigns
Developing parallel institutions to counter controlled narratives
Implementing asymmetric strategies to weaken information monopolies
Conclusion
The journey from naïve compliance to mastery in 5GW is a deliberate and strategic transformation. Each stage requires a mental upgrade—moving from reactive belief to proactive strategic action.
This model serves as a roadmap for individuals seeking to escape perception control and become active participants in shaping reality rather than merely consuming it.
