Hmmm, yes. You would only need a handful of older readers of Martin's work to band together into a working group to advance either the narrower cause of child protection monitoring or the larger question of authority monitoring. That group could gather resources and perhaps hire Martin for a small amount to act as an advisor in applying the requisite model he has developed. As the group gets better at using the models and expands its backers, participants, resources and experience with the models, that will feed information back to Martin to help him refine the model(s) and enable the group to develop good and understandable tools and train others in their proper use. Over time the group would evolve or spin off well-trained and careful user subgroups interested in narrower situations to use the refined models. By identifying institutions, or courtrooms, or councils, etc., that show a history of anything from incompetence through misframing into malfeasance, other authoritative institutions charged with enforcing the law or repairing systems could be given the information and asked to investigate or intervene.
The key is the establishment of a voluntary working group to begin the process in a mutually supportive developmental role.
